Condominium units: approval, and the rules that changed after Surfside
A HECM on a condominium unit needs either an FHA-approved project or a Single-Unit Approval. Single-Unit Approvals are capped at 10% of the units in a project, or two units in a project of fewer than ten. Under HUD Mortgagee Letter 2019-17 a HECM borrower using that route must also meet the geographic residual income standard with no compensating factors.
Florida added its own layer after Surfside. Fla. Stat. section 553.899 requires a milestone inspection on a residential building three habitable stories or taller by the year it turns 30, and section 718.112(2)(g) requires a structural integrity reserve study whose reserves may no longer be waived for budgets adopted on or after December 31, 2024.
With a median build year of 1989 across the city, a fair share of the beachside buildings here are inside those rules. So on a condominium file I ask for the budget, the reserve study and any special assessment notice early, because a mandatory assessment is a property charge in FHA’s financial assessment.
Manufactured homes, briefly, because the rules are narrow
421 of the owner-occupied homes here are manufactured, about 3.4%, so this comes up regularly rather than rarely. FHA will insure a HECM on a manufactured home, though the conditions are narrow rather than general.
In short, the home has to meet the federal manufactured housing construction standard, sit permanently affixed to a foundation on land you own, and be classified and taxed as real property rather than as a vehicle. Where any of those fails, the answer is usually no rather than maybe.

The exemption New Smyrna Beach grants that Ormond Beach does not
The Census puts the median annual real estate tax here at $3,221 on a median home of $395,300, an effective rate of about 0.81%, above Volusia County’s 0.77% and the state’s 0.76%. To begin with, every Florida homestead gets $25,000 off assessed value plus an inflation-indexed second exemption worth $26,411 for 2026, while Save Our Homes caps annual assessment increases at no more than 3% or CPI.

On top of that, Florida’s additional senior exemption is local option and Volusia is generous with it. All county taxing authorities grant $50,000, and the City of New Smyrna Beach grants $25,000 against the city portion. The income test is household income at or under $38,686 for 2026.
Here is the part worth knowing. Volusia also offers a 25-year long-term residency exemption, which exempts the entire assessed value for an owner 65 or older who meets the income test, has lived in the home 25 years or more, and whose home has a just value less than $250,000. All county taxing authorities grant it, and among municipalities so do DeBary, Deltona, Holly Hill, Ponce Inlet and New Smyrna Beach. Ormond Beach, five miles up the coast, does not.
Storm damage here is a beachfront story
FEMA rates Volusia County Very High for hurricane risk with an overall rating of Relatively High, and New Smyrna Beach sits about 5 feet above sea level. The recent record here is specific: Ian in 2022 brought widespread flooding, and Nicole weeks later undermined seawalls and dunes badly enough that the city declared several beachfront structures unsafe, such as two oceanfront condominium buildings on South Atlantic Avenue.
That pattern matters for a reverse mortgage because it is concentrated. The damage that made headlines here was erosion at the dune line rather than city-wide inland flooding, so a mainland house on the west side of the Indian River and an oceanfront unit on the barrier island face genuinely different insurance markets.
Citizens Property Insurance now requires flood coverage on personal residential policies with wind, reaching $400,000 and up in January 2026 and every policy in January 2027. At a Census median of $395,300 the town sits right on that line, while Zillow’s $455,070 puts many individual homes over it. So check your own dwelling coverage rather than the town median.

Even so, Article X section 4 of the state constitution restricts devising a homestead when you are survived by a spouse or minor child, which is worth raising with your own attorney.
