A reverse mortgage is a loan. The balance grows over time and is repaid when the last borrower leaves the home. You keep the title, and you remain responsible for property taxes, homeowners insurance, and upkeep.
Aging in place in Melbourne with a reverse mortgage: what it really costs
Melbourne is the unusual case in my Florida coverage. Most of the markets I work are retirement towns where the buyer pool is other retirees. Melbourne is a retirement town that is simultaneously an aerospace boom town, and that changes the arithmetic on whether you should stay put.
A retirement market with an engineer bidding against you
Bureau of Labor Statistics data for Brevard County tells a story you will not find on another lender’s page. Aerospace product and parts manufacturing employed 9,500 people here in 2025, up 13.3% in a single year, at an average annual wage of $135,214. Countywide average pay across all 243,786 jobs is $70,852. So aerospace pays nearly twice the local average, and the county’s location quotient of 10.73 means Brevard is about ten and a half times as concentrated in that industry as the country as a whole. In 2024 the Eastern Range flew 93 launches, up more than 35% in a year.
Why it matters to a 70-year-old homeowner: the marginal buyer for your house is increasingly a well-paid engineer rather than another retiree. That supports your value and makes selling a genuinely live option, which is not true in every retirement market. It also means the equity is real and liquid. The question is whether you want to convert it by moving or by borrowing against it, and the next section is the argument for borrowing.
The gap between your tax bill and the one a buyer would inherit
The median Melbourne homeowner pays $2,075 a year in property tax on a home the Census values at $306,400. That is an effective rate of 0.68%, against a nominal millage of about 1.77% inside the city. The gap is your homestead exemption plus Save Our Homes, which has been capping your assessment growth at 3% a year for as long as you have owned the place.
Sell and rebuy at the same price and that protection resets. You can port some of it under portability, but not all of it, and not if you leave Florida. A reverse mortgage is the option that gets you the cash without surrendering the basis. That is the whole argument in two sentences, and for a long-tenured Melbourne owner it is usually worth more than the interest rate difference anyone is quoting you.
A Melbourne mailing address can mean seven different tax bills
This one is very local and it catches people constantly. Municipal millage rates in the Melbourne postal area, for 2025: City of Melbourne 7.3089. West Melbourne 1.8151. Melbourne Village 6.4190. Melbourne Beach 4.6910. Indialantic 7.2388. Indian Harbor Beach 5.5099. Satellite Beach 7.9000. Palm Shores 0.0000. Unincorporated Brevard levies no city millage at all but adds fire and law enforcement taxing units.
A homeowner writing “Melbourne, FL” on an envelope can be paying anywhere from roughly 10.4 to 17.7 total mills depending on which line their parcel falls on. And only the jurisdictions that actually adopted a senior exemption ordinance give you the break. Before you compare your bill to a friend’s, check that you are in the same jurisdiction.
The senior exemption, and why I am not going to quote you a number
The City of Melbourne grants an additional limited-income senior exemption of up to $25,000, worth roughly $183 a year at city millage. Brevard County grants one too, from its general fund, and excludes special districts and municipal service taxing units.
The county’s ordinance is genuinely ambiguous about the amount. It phases in $8,300, then $16,700, then $25,000 “for a total of senior’s exemption of $50,000.” Read against the phase-in arithmetic, the additional exemption is $25,000 and the $50,000 is the combined figure including the standard homestead. The Property Appraiser’s own materials describe the program at $25,000. But I could not find a document from the appraiser stating the county number outright, so I am not going to print a dollar figure and have you budget against it. Ask the Brevard County Property Appraiser for the current figure before you budget. While you are at it, note that school millage is 6.3100 of the 17.6765 you pay, about 36% of the bill, and no local senior exemption touches it.
Whatever the amount turns out to be, a reverse mortgage will not cost you it. A Florida mortgage is a lien against the property, not a transfer of ownership, so the homestead exemption, the Save Our Homes cap and the senior exemption all survive the closing. You still own the house, and you still owe the taxes, the insurance and the maintenance.
Holmes Regional is the only trauma center in the county
Holmes Regional Medical Center, here in Melbourne, is a state-verified Level II trauma center, and it is the only trauma center of any level in Brevard County. That is a real advantage over several Florida retirement markets I work, where a serious fall means an out-of-county transport. The nearest Level I is Orlando Health’s Orlando Regional Medical Center. If the plan is to age in place in this house, having the trauma center in your own city is a point in the plan’s favor.
The Category 1 that cost more than the Category 4s
Federal Public Assistance obligated to Brevard County applicants tells a counterintuitive story. Hurricane Ian: $14.2 million. Hurricane Milton: $15.0 million. Hurricane Nicole, which came ashore as a Category 1: $26.8 million, and roughly $20.2 million of that was parks, beach and dune restoration. A minimal hurricane sitting on an already-eroded shoreline did nearly twice the public damage of either major storm.
Two clarifications, because these numbers get misused. Public Assistance dollars reimburse governments for infrastructure, beaches and debris. They are not a measure of private property damage and should not be added to insured losses. And the mass condominium condemnations that dominated the news after Nicole were in Volusia County, not here. Brevard’s beach program manager put this county at about six properties deemed unsafe. Milton’s preliminary assessment here found 405 structures affected, 33 with major damage, and no fatalities.
The lagoon tax is not on your property tax bill
Worth correcting because I get asked. The Save Our Indian River Lagoon program is funded by a voter-approved half-cent sales surtax. It is not an ad valorem levy and it is not a special assessment, so it does not appear on your property tax bill and it does not factor into the property charges a reverse mortgage underwrites. A ten-year renewal goes to Brevard voters in November 2026.
Getting around
Melbourne scores 33 on Walk Score, so most errands need a car. Space Coast Area Transit charges $1.50, $0.75 for riders 60 and older, and thanks to a city grant it is free on Routes 21, 24 and 29 for Melbourne residents riding within city limits. Door-to-door paratransit runs $1.50 a ride, booked by 2 p.m. the day before. There is also Volunteers in Motion, a volunteer-driver program that takes seniors to medical appointments, the pharmacy and the grocery store at no charge. Both depend on grant funding, so confirm they are running before you count on them.
And Florida takes nothing off the top
One more thing working in your favor. Florida charges no income tax and no estate or inheritance tax, so the Save Our Homes basis you protect by staying put is not quietly clawed back somewhere else. Loan proceeds from a reverse mortgage are advances, not income. They are not taxed, they do not affect the taxability of your Social Security, and they do not count toward the $38,686 income limit on the senior exemption you may already be claiming.
The measures that decide whether staying works
On the government’s own price parity index, where the US averages 100, the Palm Bay-Melbourne-Titusville, FL metro area sits at 100. Life expectancy here is 75.8 years against 77.1 for the US. A real gap, and it changes the advice: drawing earlier makes more sense here. On the weather, snow is essentially a non-issue, and 66 days reach 90F or hotter, which is the heat-and-utilities side of the same budget, on 249 dry days a year. And the figure that ties it together: keeping a paid-off home here runs a median $608 a month, or 8% of what the typical household aged 65 and over brings in.
