Price and rate are the easy part. So these are the numbers that actually decide whether a reverse mortgage in Cocoa Beach makes sense.

How dues land in the financial assessment

First, the number this page turns on. Of 4,745 owner-occupied homes in Cocoa Beach, the Census counts 1,874 in buildings of ten units or more and another 620 in buildings of two to nine. So 2,494, a clear majority of owners, pay an association assessment every month.

That matters because FHA runs a financial assessment on every HECM before it approves one. It looks at your income and credit against your ongoing property charges, and property charges include the tax bill, the insurance, and the association dues. When residual income does not clear the standard, the lender carves a Life Expectancy Set-Aside out of your proceeds to pay those charges for you, sometimes for decades.

A set-aside is not a decline, and for some owners it is a relief rather than a penalty. Still, it reduces the cash you actually receive, which means the size of your assessment directly changes the number at the bottom of the page. Bring a recent statement and I can show you that difference before we apply.

Why a 1975 building costs more to own than it used to

Cocoa Beach housing has a median build year of 1975, and 62.3% of it predates 1980. Under Fla. Stat. section 553.899 a residential building three habitable stories or taller needs a milestone inspection by December 31 of the year it turns 30, then every ten years. In practice that means nearly every beachside tower in this city is already inside the regime.

In practice the bigger change is money rather than paperwork. Section 718.112(2)(g) requires a structural integrity reserve study covering the roof, load-bearing structure, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and exterior doors, and any item with a replacement cost above $25,000. For budgets adopted on or after December 31, 2024, reserves for those items can no longer be waived.

So a line boards used to vote away is now mandatory, on buildings that have spent fifty years in salt air. Some Cocoa Beach associations have absorbed that quietly; others have raised dues sharply or levied a special assessment, which becomes a lien on the unit. Either way it shows up in your financial assessment, which is why I ask for the last two budgets before quoting anything.

Getting a condo approved, and what to do when it is not

First, the rule. A HECM on a condominium unit needs either an FHA-approved project or a Single-Unit Approval. Project approval runs through HUD’s HRAP or DELRAP process, so it covers the whole building at once. Single-Unit Approval covers just your unit and is capped at 10% of the units in a project, or two units in a project of fewer than ten.

Then there is one more bar on the HECM side. Under HUD Mortgagee Letter 2019-17, a HECM borrower using Single-Unit Approval must meet the geographic residual income standard with no compensating factors, and show a satisfactory property charge payment history. That is a harder test than the same borrower faces in a fully approved building.

Where FHA will not work, proprietary programs often will, and several will lend on buildings FHA has never touched. So the first step on any Cocoa Beach condominium is not an application, it is a lookup of the project’s status, which takes minutes rather than days.

Insurance on an island at sea level, and the condo exception

Cocoa Beach’s mean elevation measures about one foot below sea level, and FEMA rates Brevard County Very High for hurricane risk with an overall county rating of Relatively High. So insurance is a permanent line in the budget rather than an occasional worry.

Specifically, Citizens Property Insurance phases in a flood requirement by dwelling coverage: $600,000 and up from January 2024, $500,000 and up from January 2025, $400,000 and up from January 2026, and every policy regardless of value from January 2027. At a median value of $503,200, a Cocoa Beach house crossed that line in January 2025, whether or not it sits in a mapped flood zone.

Now, here is where the town’s housing mix works in your favor. Citizens does not require flood coverage on condominium unit-owner policies, tenant contents policies, or policies that exclude wind and hail. Since a majority of owners here hold unit-owner policies, that requirement misses more of Cocoa Beach than it does most coastal towns. In that case the master policy is the association’s problem, which is one more reason to read the budget.

A hospital on the causeway, and trauma care in Melbourne

Health First’s Cape Canaveral Hospital sits on the Cocoa Beach Causeway inside the city, so everyday acute care is no more than a couple of miles from most addresses on the island. Before relying on any rating you read somewhere, check the current record on Medicare Care Compare.

For serious cases the Florida Department of Health lists Holmes Regional Medical Center in Melbourne as a Level II trauma center, roughly 20 miles south. So the drive is real but not extreme, which is better than several of the barrier island towns on this site.

Local support runs through groups such as Aging Matters in Brevard, the Senior Resource Alliance area agency, and the Cocoa Beach Senior Center in town. Those are worth knowing about before you need them, because home modification and in-home care are exactly what a growing line of credit is good at funding.

How the process works, step by step

Consultation, HUD counseling, application, appraisal, closing. Florida adds no state layer to that sequence, unlike Texas, which writes counseling timing and a twelve-day notice period into its constitution. What a Cocoa Beach condominium file adds is association paperwork, such as the budget, the reserve study, the milestone inspection report and any special assessment notice. So long as those arrive early, the timeline behaves normally.

How much a reverse mortgage in Cocoa Beach costs

The biggest cost is FHA mortgage insurance: 2% of the home's value upfront plus about 0.5% a year on the balance, and that premium funds the FHA guarantee behind the non-recourse protection. On a typical Cocoa Beach home at $503,200 the upfront premium runs roughly $10,064. The origination fee is the greater of $2,500 or 2% of the first $200,000 of value plus 1% above that, capped at $6,000, which here works out near $7,032 before the cap and therefore lands at $6,000. Why work with a mortgage broker, not a bank

A reverse mortgage in Cocoa Beach is priced, not fixed. Of course a bank quotes you its own sheet, and a bank that does not run condominium project reviews will simply decline. Instead I shop the same file across more than 30 wholesale lenders, which matters twice in this town: once on margin, and again because proprietary programs differ sharply on which buildings they will accept. What happens to your home and your heirs

Title stays in your name, and the loan is non-recourse, so neither you nor your heirs can ever owe more than the home is worth when it is repaid. If the balance exceeds the value, FHA insurance covers the difference and heirs can settle a HECM for 95% of appraised value. Florida charges no estate or inheritance tax. Condos, associations and a reverse mortgage in Cocoa Beach

First, the housing mix, which is unusual even for a Florida beach town. Of Cocoa Beach's 4,745 owner-occupied homes the Census counts 1,874 in buildings of ten units or more, 620 in buildings of two to nine, 2,124 single-family detached houses, 127 attached homes and zero manufactured homes. So more owners here live in a multi-unit building than in a house.

In practice the association is a party to your loan whether it knows it or not. Its FHA status decides which products are available, while its budget and reserve study decide what your monthly charge will be, and any special assessment becomes a lien on your unit that has to be resolved.

The HUD counseling requirement, explained

Federal HUD rules require an independent counseling session before closing, on every reverse mortgage nationwide, not a Florida rule. It is usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Brevard County, so scheduling never has to stall your file. Find them through HUD’s HECM program.
