What a set-aside actually does to your number

For some owners that is a genuine relief, because it takes the tax and insurance bill off their monthly calendar entirely and removes the single most common way a reverse mortgage goes wrong. For others it is a disappointment, because the money set aside is money you cannot draw.
Either way the practical point is that it is knowable in advance. Bring me a tax bill, an insurance declarations page, any dues statement and a rough income picture, and I can tell you before you apply whether a set-aside is likely and roughly how large. There is no reason to find that out at underwriting.
Two exemptions Volusia grants, and the one Ormond Beach does not
The Census puts the median annual real estate tax in Ormond Beach at $2,595 on a median home of $354,800, an effective rate of about 0.73%, below Volusia County’s 0.77% and the state’s 0.76%. To begin with, every Florida homestead gets $25,000 off assessed value plus an inflation-indexed second exemption worth $26,411 for 2026, while Save Our Homes caps annual assessment increases at no more than 3% or CPI.

Florida’s additional senior exemption is local option. All Volusia County taxing authorities grant $50,000, and the City of Ormond Beach grants $25,000 against the city portion, where Daytona Beach, Deltona, Flagler Beach and Pierson each grant $50,000. The test is household income at or under $38,686 for 2026.
Now the gap. Volusia also offers a 25-year long-term residency exemption that wipes out the entire assessed value for a qualifying owner 65 or older in a home worth less than $250,000. All county taxing authorities grant it, along with DeBary, Deltona, Holly Hill, Ponce Inlet and New Smyrna Beach. Ormond Beach is not on that list, so the city portion of your bill stays payable no matter how long you have lived here.
Milton, and why the flooding here was different
Ormond Beach’s recent storm damage is an inland rainfall story rather than a beachfront erosion one. Hurricane Milton in October 2024 dropped 15.6 to 16.5 inches of rain on the hardest-hit parts of the city, on top of two saturated weeks, and produced significant freshwater street flooding well away from the ocean. Two storm-related deaths were reported locally.
That pattern repeats. Homeowners here reported flooding from Ian in 2022, again from Nicole weeks later, and again from Milton, with some describing four floods in six years and denied applications for FEMA elevation grants. Compared with New Smyrna Beach twenty miles south, where the damage concentrated at the dune line, this is a different risk to insure against.
Insurance is a live line in the financial assessment here, not a formality. Citizens Property Insurance now requires flood coverage on personal residential policies with wind by dwelling coverage tier, reaching $400,000 and up in January 2026 and every policy in January 2027, inside or outside a mapped flood zone. At a median value of $354,800, most Ormond Beach homes fall under that requirement in January 2027 rather than now.
The hospital that closed, and where care went instead
Ormond Beach used to have its own hospital. Florida Hospital Oceanside on South Atlantic Avenue closed permanently in September 2017 after Hurricane Irma damage and was demolished in January 2019, so residents now rely on facilities in adjacent Daytona Beach.
In practice that is a short drive rather than a hardship. AdventHealth Daytona Beach sits roughly five miles south, and Halifax Health Medical Center of Daytona Beach, which the Florida Department of Health lists as a Level II trauma center and the only one in Volusia County, is about eight miles away. Local support runs through the Council on Aging of Volusia County, which operates a senior center on Andrews Street in Ormond Beach, and the ElderSource helpline. Those matter because home modification and in-home care are exactly what a growing line of credit is good at funding, and both are cheaper to plan for than to react to.

What happens to your home and your heirs
Title stays in your name, and since the loan is non-recourse, so neither you nor your heirs can ever owe more than the home is worth when it is repaid. If the balance exceeds the value, FHA insurance covers the difference and heirs can settle a HECM for 95% of appraised value. Florida also charges no estate or inheritance tax. Even so, Article X section 4 of the state constitution restricts devising a homestead when you are survived by a spouse or minor child, which is worth raising with your own attorney. Property types and a reverse mortgage in Ormond Beach
First, the housing mix. Of Ormond Beach's 15,560 owner-occupied homes the Census counts 11,984 single-family detached houses, 1,785 manufactured homes, 1,194 attached homes, 450 units in buildings of ten or more and 147 in buildings of two to nine. So this is a house market with a substantial manufactured-home share and very little condominium stock.
At 11.5%, the manufactured share here is higher than Volusia County's 9.0%. FHA will insure a HECM on a manufactured home, though the conditions are narrow: the federal construction standard, a permanent foundation on land you own, and classification as real property rather than as a vehicle. Federal HUD rules require an independent counseling session before closing, on every reverse mortgage nationwide, not a Florida rule. It is usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Volusia County, so scheduling never has to stall your file. Find them through HUD’s HECM program.
