Bulverde sits at 1,276 feet on the Edwards Plateau, the highest of any Texas town I write about, nineteen miles west of New Braunfels and twenty-two miles north of downtown San Antonio. Its own city site records an unusual origin: the present city was assembled from five separate incorporated cities through twenty-two elections beginning in 1996, with consolidation finished by 2000. Consequently the limits are irregular and much of the surrounding US 281 and TX 46 corridor is unincorporated Comal County. Meanwhile the housing is ordinary for the county: a median value of $420,200 against $427,200 countywide, with Zillow putting the typical home at $481,323 in July 2026.
Two numbers explain why the conversation here is a straightforward one. First, 28.1% of Bulverde residents are 65 or older against 18.7% across Comal County, with a median age of 50.2. Second, 1,106 of the city’s 2,264 owner-occupied homes are owned outright, which is 48.9% against 38.9% countywide. So this is an older, settled population sitting on a lot of equity, and unlike some towns nearby it is not carrying much debt against it.

Which taxing units are actually on your bill
Here is the local wrinkle worth knowing before you plan around a tax figure. Because the city was stitched together from five separate incorporated cities between 1996 and 2000, the limits are irregular, and a great deal of the mailing area along US 281 and TX 46 sits in unincorporated Comal County rather than inside the city. So two houses a mile apart can face different taxing units.
Furthermore, being inside the city does not help you on exemptions. Comal Appraisal District’s published exemption schedule shows the City of Bulverde granting no general homestead, no over-65 and no disabled exemption of its own. Consequently the relief you get here comes from the state’s school exemptions, Comal County’s 20% local option and the school tax ceiling, not from the city.

That matters directly to a reverse mortgage, because a lender sizes any set-aside on the real bill rather than the town average. Rather than discover the difference at underwriting, look your parcel up first and bring the statement.
What Texas takes off the bill, and the fork it makes you choose
Texas exempts $140,000 of a residence homestead from school district taxes and adds another $60,000 once you turn 65. Together that is $200,000 off the school taxable value, which on a median Bulverde home of $420,200 leaves about $220,200 exposed to the school rate. Furthermore section 11.26 of the Tax Code freezes the school portion at the dollar amount imposed in your first qualifying year, and a surviving spouse aged 55 or older who was living in the home keeps that freeze.
Comal Appraisal District takes the application on Comptroller Form 50-114, filed between January 1 and April 30, and allows late filing up to two years after delinquency for owners 65 or older. The Census puts the median Bulverde bill at $4,953, an effective rate of about 1.18% against the county’s 1.13%.
Now the Texas-specific fork. Section 33.06 lets an owner 65 or older defer property tax collection entirely at 5% annual interest until they no longer own and occupy the home. However, the written notice the Texas Constitution requires on every reverse mortgage warns that taking one may end eligibility for that deferral. So treat them as alternatives rather than a stack, and choose deliberately.
Newer houses, big lots, and what actually ends independent living
The median Bulverde home went up in 1996, only 13.2% of the stock predates 1980 and just 0.4% predates 1940. So an FHA appraisal here rarely produces the repair list that stalls a file in older markets, and where it does, repairs costing 15% or less of the maximum claim amount can be handled after closing through a repair set-aside under 24 CFR 206.47.
Instead the variable here is land. Bulverde is a large-lot place on rolling Hill Country ground, and an acre or more of brush, a long drive and a septic system are a maintenance commitment that outlasts most people’s willingness to do it themselves. Consequently the useful planning is usually a budget line for the outside work rather than a renovation.

Medical care, weather and the insurance line
There is no hospital in Bulverde. Methodist Hospital Stone Oak is about twenty minutes south on US 281 and states a full-service 24/7 emergency room, a designated Level III Advanced Trauma Center with round-the-clock trauma surgeon coverage, a Chest Pain Center and a Stroke Center. For the most serious cases, University Hospital in San Antonio is roughly thirty-five minutes away and is the only hospital in San Antonio and South Texas verified as both a Level I trauma center and a Level I pediatric trauma center. Be careful with the freestanding emergency rooms nearby: they stabilize and transfer rather than admit.
Meanwhile the Bulverde Spring Branch Activity Center runs local senior programming, Meals on Wheels and outreach, and the Alamo Area Agency on Aging covers Comal County for benefits counseling.
NOAA’s 1991 to 2020 normals for the nearby Canyon Dam station give a January high of 61.0 degrees, a July high of 94.1 and about 37.8 inches of rain. FEMA rates Comal County Relatively Moderate overall at the 93rd percentile nationally, with Relatively High ratings for inland flooding, tornado and hail. Since a reverse mortgage requires insurance to stay current for the life of the loan, bring the actual policy rather than an estimate.

How the process works, step by step
Consultation, HUD counseling, application, appraisal, closing. Texas adds two rules of its own on top of the federal ones. Firstly, the Constitution requires you to attest in writing that you received counseling, completed no earlier than 180 days and no later than 5 days before closing. Secondly, the lender must give you a separate written notice that both of you sign, and nothing can close before the 12th day after that notice is delivered. So build about two extra weeks into any Texas timeline.
How much a reverse mortgage in Bulverde costs
The biggest cost is FHA mortgage insurance: 2% of the home's value upfront plus about 0.5% a year on the balance, and that upfront premium funds the FHA guarantee behind the non-recourse protection. Moreover Texas writes the non-recourse rule into its own constitution, at Article XVI section 50(k)(3): the loan is made without recourse for personal liability against each owner and each owner's spouse. So the debt can never exceed what the house sells for. Texas also charges no estate or inheritance tax. House types and a reverse mortgage in Bulverde
First, skip the condo conversation. Of Bulverde's 2,264 owner-occupied homes the Census counts zero in any building over nine units and zero in small two-to-nine unit buildings. There are 2,098 detached houses and 32 attached homes, and the attached ones are generally treated as ordinary single-family homes provided the deed is fee simple.
The second local fact is that 134 owner-occupied homes here are manufactured, about 5.9% of the total. Those are financeable, and I write them, though eligibility turns on a short list of specifics that deserves its own conversation rather than a paragraph. Meanwhile the large-lot houses on the fringes are often on a private well and a septic system rather than a municipal connection, so an appraiser will look at how the property is actually served. None of that stops a loan. It simply belongs in the file at the start. Property and eligibility rules, and the HOA and condominium checklist if a subdivision association governs your lot.
The HUD counseling requirement, explained
Federal HUD rules require an independent HUD-approved session before closing, usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Comal County, so scheduling never has to stall your file. Find counselors through HUD’s HECM program. Consequently no reverse mortgage in Bulverde closes without it, and in Texas the timing is written into the state constitution rather than left to the lender.

So the age-55 products I can write in Colorado, Florida and Michigan do not exist here. If one of you is 62 and the other is not, we should still talk, because the non-borrowing spouse rules decide whether the younger partner can stay in the home afterward.
