New Braunfels sits across two counties, and on July 4, 2025 that stopped being trivia. The Guadalupe flooded, and when the federal disaster declaration came through, Guadalupe County was designated for individual assistance and Comal County was designated for neither individual nor public assistance. Same city, same river, same storm, opposite federal eligibility depending on which side of the county line your house happens to sit.

One city, two counties, two sets of rules

This is the thing to understand before anything else. New Braunfels straddles Comal and Guadalupe counties. That means two appraisal districts, two tax assessor-collectors, two county tax rates and two separate schedules of senior exemptions, for houses that may be a few streets apart. The Guadalupe side also carries a lateral road district levy with no equivalent on the Comal side.

I am not going to print the local senior exemption amounts on this page, and I want to tell you why. The only consolidated document I could find still shows the old $40,000 school homestead figure, which the Legislature replaced years ago, so every number on it is suspect. What I can tell you with confidence is the state layer: a homeowner 65 or older now shelters $200,000 of appraised value from school tax after the November 2025 amendments, and both New Braunfels ISD and Comal ISD apply it. For the county and city amounts, and for whether your taxing units adopted the optional freeze, call your appraisal district and get it in writing. A wrong number here is worth hundreds of dollars a year.

Comal Appraisal District, exemptions

Almost nobody here carries flood insurance

This is the number that should stop you. In Comal County, 2.41% of residential structures carry a National Flood Insurance Program policy, about 1,500 homes out of 62,275. Guadalupe County is barely better at 3.62%. Inside the mapped high-risk zones the rate rises to roughly 46% in Comal, which means even there more than half of the homes in a designated floodplain have no flood coverage at all.

The July 2025 flood put central Comal County under a flash flood emergency, forced evacuations near Gruene and closed the rivers through town. One thing I will be careful about: the catastrophic loss of life that weekend was upriver in Kerr County, and Comal County does not appear in the official fatality breakdown. I mention the flood because of what it says about risk and insurance here, not to borrow someone else’s tragedy.

For a reverse mortgage the rule is simple: if your property sits in a special flood hazard area, flood coverage is required for as long as the loan is outstanding. In a county where 98% of homes have no policy, that is a new premium for most people rather than an existing one, and it belongs in the calculation from the start.

A municipal utility district can more than double your rate

New Braunfels is growing fast enough that a lot of newer subdivisions sit inside a municipal utility district. Several in the area levy around $0.95 per $100, against a city rate of 0.408936. A MUD levy can more than double the municipal portion of your bill.

Two things follow. First, a MUD tax appears on your property tax bill and therefore counts as a property charge your reverse mortgage has to underwrite, feeding the residual income test and potentially a set-aside. Second, and this is the part people miss, a MUD cannot adopt the senior tax ceiling. Texas lets counties, cities and junior colleges freeze their portion of your bill at 65. A utility district cannot. So a 65-year-old in a MUD watches the school portion stay frozen while the MUD portion keeps climbing with appraised value, every year, for as long as the district’s bonds are outstanding. Ask which district a property sits in before you make an offer, not after.

The growth number, corrected

New Braunfels spent several years near the top of the national fastest-growing lists and the rank still gets repeated locally. The current Census estimates put the city at 122,492 people as of July 2025, up 35.5% since the 2020 census, which is genuinely rapid. But New Braunfels does not appear in the most recent top fifteen. Growth here has been real and sustained; the ranking is stale. I would rather hand you the number than the headline.

One consequence of that growth is worth knowing for loan purposes: the median home here was built in 2006 and only 19.8% of the stock predates 1980. Newer housing means fewer appraisal condition findings and fewer repair set-asides than you would hit in an older Texas market.

Level IV trauma, with San Antonio thirty miles south

Both hospitals in town, CHRISTUS Santa Rosa New Braunfels and Resolute Health, appear on the state trauma list at Level IV, or Basic. That means resuscitate, stabilize and transfer, without a requirement for round-the-clock in-house trauma surgery. The entries I could pull carried older expiration dates, so confirm the current designation if it is decisive for you. The nearest Level I centers are University Hospital and Brooke Army Medical Center in San Antonio, roughly thirty to thirty-five miles down I-35. Being that close to a major trauma system is a real advantage over the Hill Country towns further west.

The aquifer, and who the cuts actually hit

New Braunfels sits on the Edwards Aquifer and the Comal Springs, and the Edwards Aquifer Authority manages withdrawals through mandatory reduction stages. As of late July 2026 the San Antonio pool was in Stage 1, a 20% cut to permitted withdrawals. Worth being precise about who that hits: the reductions apply to permit holders, not to homeowners on city water. There is no Edwards Aquifer fee on your house. What reaches you is indirect, through utility rates and watering schedules. If you are on a private well, the district rules are the ones that govern you.

Getting around

The honest Walk Score for New Braunfels is 25, car-dependent. You will see 73 quoted, but that is a single point score for the downtown ZIP, not the city. There is no fixed-route bus. Alamo Regional Transit runs advance-reservation demand response at $2 in town, $6 elsewhere in the county and $8 across a county line, weekdays only, booked by noon the day before, plus a Senior Transportation Program that is often free of charge. Plan the year you stop driving around a service you have to reserve, because there is no bus to fall back on.

And Texas takes nothing off the top

No state income tax, constitutionally prohibited since 2019, and no estate or inheritance tax. Reverse mortgage proceeds are loan advances rather than income, so they are not taxed, and the Texas constitution goes further than most states by declaring those advances loan proceeds rather than income and treating undisbursed funds as home equity, which protects needs-based benefit eligibility. The measures that decide whether staying works

On the government’s own price parity index, where the US averages 100, the San Antonio-New Braunfels, TX metro area sits at 95. On the weather, snow is essentially a non-issue, and 96 days reach 90F or hotter, which is the heat-and-utilities side of the same budget, on 292 dry days a year. At 78.3 years against 77.1 nationally, longevity is about what you would expect. Underneath all of it: a paid-off house still costs a median $745 a month to hold, 14% of typical income at 65 and over.
