Of course price and rate are the easy part. So these are the numbers that actually decide whether a reverse mortgage in Dunedin makes sense.

What Save Our Homes has quietly built, and what selling does to it

First, the number this page turns on. Under Article VII section 4 of the Florida Constitution, the assessed value of a homestead cannot rise more than 3% a year, or the change in CPI, whichever is lower. Over twenty or thirty years in a rising market that opens a wide gap between what your home is worth and what it is taxed on.

In aggregate, Dunedin’s numbers show the result. The median annual bill here is $2,456 on a median home of $396,000, an effective rate of 0.62%, while Pinellas County runs 0.70% and Florida 0.76%. With 61.2% of the housing built before 1980, a lot of these owners have been accumulating that differential for a long time.

Now the part that matters. On a change of ownership the home is reassessed at full just value on January 1 of the following year, and the whole differential disappears. Yet a reverse mortgage is not a change of ownership. So the cap, the differential and the exemptions all survive it, which is a real and quantifiable advantage that never appears on a rate sheet.

Portability moves some of it, but not all, and not forever

Of course Florida does let you carry the benefit. Under Article VII section 4(d)(8) and Fla. Stat. 193.155(8), you may transfer up to $500,000 of accumulated Save Our Homes benefit to a new Florida homestead, on Form DR-501T, provided you apply for homestead on the new home within three years of abandoning the old one.

There are two catches worth knowing before you list. Downsizing transfers only a proportional share rather than the full dollar benefit, so trading down usually surrenders part of it. And portability is a Florida program: moving to another state gives up the benefit entirely.

So the real comparison is not the sale price against the loan amount. It is the sale price, minus selling costs, minus the part of the differential you cannot carry, minus what the next house costs to buy and insure, against staying where you are and drawing on equity instead. In Dunedin that arithmetic favors staying more often than people expect.

Two exemptions Dunedin grants, and one it does not

To begin with, every Florida homestead gets $25,000 off assessed value for all millages plus a second exemption on value above $50,000 that applies to non-school millage and is indexed to inflation. For 2026 that second piece is $26,411, so the combined exemption reaches $51,411.

Meanwhile Florida’s additional senior exemption is local option, and Dunedin is at the generous end. The City of Dunedin grants $50,000 and unincorporated Pinellas County grants $50,000, where amounts across Pinellas municipalities range from $15,000 to $50,000. The test is household income at or under $38,686 for 2026, applied for by March 1 with income documentation by June 1.

Still, one exemption is missing here. Pinellas adopted the 25-year long-term residency exemption in only three places, North Redington Beach, Safety Harbor and St. Petersburg, so a Dunedin owner who has lived in the same home for 30 years does not get it. Worth knowing, because in Volusia County that same owner would.

A 1976 median build year, and the repairs that come with it

61.2% of Dunedin housing predates 1980 and the median build year is 1976, which is second only to Cocoa Beach among the Florida towns on this site. That is a systems question rather than a structural one. A well-kept 1976 house in Dunedin is generally sound; what it has is an original panel, a roof on its third replacement and a heating and cooling system near the end of its life.

So an FHA appraisal here is more likely to produce a repair list than in a newer market. Even so, that is not a decline. Under 24 CFR 206.47, repairs costing 15% or less of the maximum claim amount can be completed after closing through a repair set-aside, with money held back from your proceeds and released as the work is done.

The Census also counts 1,137 manufactured homes among Dunedin’s 12,370 owner-occupied homes, about 9.2%. FHA can insure a HECM on a manufactured home, though the conditions are narrow, so send me the year and title status early rather than late.

Care in town, and the storm risk underneath it

Mease Dunedin Hospital sits on Main Street inside the city, and Mease Countryside in nearby Safety Harbor is the larger of the two BayCare facilities in this area. The Florida Department of Health does not list either as a trauma center, so the nearest designated trauma care is Orlando Health Bayfront in St. Petersburg, a Level II center roughly 20 miles south. Meanwhile the storm risk is real and recent. FEMA rates Pinellas County Very High for coastal flooding and Very Low for community resilience, and Dunedin sits about 4 feet above sea level. Helene and Milton in 2024 wrecked the Dunedin Marina, collapsing a seawall, and the city has since published a public storm surge risk viewer for residents.

Insurance is a permanent budget line here rather than an afterthought. Citizens Property Insurance now requires flood coverage on personal residential policies with wind by dwelling coverage tier, reaching $400,000 and up in January 2026 and every policy in January 2027. At a median value of $396,000, Dunedin sits right on that line, so check your own dwelling coverage rather than the town median.

Instead I shop the same loan across more than 30 wholesale lenders, and the margin difference compounds against your balance for as long as you keep the loan. What happens to your home and your heirs

Title stays in your name, and since the loan is non-recourse, so neither you nor your heirs can ever owe more than the home is worth when it is repaid. If the balance exceeds the value, FHA insurance covers the difference and heirs can settle a HECM for 95% of appraised value. Florida also charges no estate or inheritance tax. Even so, Article X section 4 of the state constitution restricts devising a homestead when you are survived by a spouse or minor child, which is worth raising with your own attorney. Property types and a reverse mortgage in Dunedin

First, the housing mix. Of Dunedin's 12,370 owner-occupied homes the Census counts 8,011 single-family detached houses, 1,312 units in buildings of ten or more, 1,137 manufactured homes, 1,126 attached homes and 784 in buildings of two to nine. So roughly one owner in three lives in something other than a detached house.

A condominium unit needs either an FHA-approved project or a Single-Unit Approval, and Florida's post-Surfside milestone inspection and reserve study rules apply to buildings three habitable stories or taller. A manufactured home has its own narrower federal conditions, chiefly the construction standard, a permanent foundation and real property classification.

The HUD counseling requirement, explained

Federal HUD rules require an independent counseling session before closing, on every reverse mortgage nationwide, not a Florida rule. It is usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Pinellas County, so scheduling never has to stall your file. Find them through HUD’s HECM program.
