A reverse mortgage is a loan. The balance grows over time and is repaid when the last borrower leaves the home. You keep the title, and you remain responsible for property taxes, homeowners insurance, and upkeep.
Aging in place in Bradenton with a reverse mortgage: what it really costs
Manatee County took three hurricanes in nine weeks in 2024, and the thing that has caused more grief since is not the wind. It is a rule about how much you are allowed to spend fixing your own house. If you own an older home here and you are thinking about a renovation, read the next two sections before you do anything else.
Why Manatee’s version of the 50 percent rule bites harder than most
The federal rule is standard: if repairs or improvements to a structure in a flood zone reach 50% of its market value, the whole building has to come up to current flood code, which usually means elevating it. What varies between counties, and what nobody explains, is whose value goes in the denominator.
Manatee County uses the Property Appraiser’s structure-only value. In the county’s own words, “the FEMA Value, which is the cost of the structure minus the land and any features.” On the barrier islands and in older Bradenton neighborhoods the land carries most of the worth and the building carries very little, so the denominator is small and an ordinary repair blows straight through 50%. That single administrative choice is why so many determination letters landed here in early 2025.
You can challenge it, but the county is specific about how. A private appraisal must have an effective date before the storm, include pre-damage photographs, name Manatee County as the Intended User, state “FEMA 50% Rule” as the Intended Use, and use the Actual Cash Value approach. The county states plainly that it will not accept an appraisal using the sales comparison approach. It also warns that substantial damage and substantial improvement are two separate tests and you can fail one without failing the other.
What changed in June 2025, and what Manatee is trying to change back
Florida SB 180, signed June 26, 2025, made it illegal for any Florida local government participating in the flood insurance program to enforce a cumulative substantial improvement period. No lookback, of any length, anywhere in the state. Every permit now stands on its own. That part of the law is permanent and statewide, and it is separate from the temporary post-storm building rules that expire in 2027.
It is not settled, though, and you should know that. Manatee County’s own 2026 legislative priorities formally ask Tallahassee to repeal that section so it can go back to enforcing a five-year lookback. The county has a defensible reason: a lookback earns credit in the flood insurance rating system that produces the discount every policyholder in the county gets. Nearby Holmes Beach had already repealed its own one-year lookback in February 2025, five months before the state forced the issue. So the current answer is favorable to you, and the posture is live. If you are planning phased work over several years, get the rule in writing at permit time.
Three storms in nine weeks, and why you should not add the numbers
From the county’s HUD-approved recovery plan: Debby, August 2024, $57.2 million. Helene, September, $332.7 million with 344 structures destroyed. Milton, October, $472.4 million with 83 destroyed. Do not total those. They are three separate inspection passes over the same housing stock inside nine weeks, and many buildings appear in all three.
The details that stick: Debby dropped 18.86 inches at Parrish and took more than 200 high-water rescues in a day. Helene set surge records at 6.68 feet on Longboat Key and 6.04 at Port Manatee, and Manatee logged the highest power-outage count of any county in Florida. Milton gusted to 103 mph at the Skyway pier. Flood insurance paid 5,719 claims worth $298.8 million in this county, and the county drew a $252.7 million federal recovery block grant. One number that should give any long-term owner pause: Manatee has 562 repetitive-loss residential structures, and 195 of them were designated in 2023 and 2024 alone.
The City of Bradenton did not adopt the senior exemption
Manatee County grants a $25,000 additional senior homestead exemption against county millage. The City of Bradenton grants nothing. Only Anna Maria, Longboat Key, Bradenton Beach and Holmes Beach adopted a municipal version. So if you live inside Bradenton city limits, the exemption comes off the county portion only, and the Property Appraiser publishes exactly what that is worth: $150.82 a year, against $166.09 for an unincorporated homeowner. Your standard homestead is doing far more work than the senior add-on, at $771.60 a year for the full exemption. The 2026 income limit is $38,686.
A reverse mortgage leaves the exemption alone. Florida law is clear that a mortgage is a lien and not a transfer of legal title, so nothing about closing one resets your assessment or forfeits an exemption you already hold. You remain on title. You also remain responsible for the tax bill, the insurance and the condition of the house.
Manatee County Property Appraiser, senior exemption
Blake is the trauma center, and also a burn center
HCA Florida Blake Hospital is a Level II trauma center and the only state-designated trauma center in Manatee County. It is also one of only six verified burn centers in the state of Florida, which is not something most counties can say. Manatee Memorial, the other big name in town, is a full acute-care hospital but it is not a trauma center, and people mix those up when they are choosing where to retire. Nearest others are Sarasota Memorial, Level II, and Tampa General, Level I.
The bus is free, but the door-to-door service is not automatic
Manatee County Area Transit is fare-free. The commission made it permanent in March 2024 after an 18-month pilot, and it covers fixed route, the Handy Bus, the Longboat Key shuttle and the Skyway connector. If you see a $1.50 fare or a “free at 80” senior rule quoted online, that is stale and still circulating on aggregator sites.
The Handy Bus, the door-to-door service, is a different matter and this is where people get caught. There are two eligibility tracks. The ADA track requires a disability that prevents you from using the fixed route. The transportation-disadvantaged track requires age and inability to use the fixed route and an income test. Being 75 does not qualify you by itself. Everyone applies, and verification can include an in-person functional assessment. Start that paperwork before you need it, not after. Walk Score puts Bradenton at 36, though the Village of the Arts scores 80.
Condos are a third of the city, and mobile homes are a category of their own
Inside Bradenton city limits the roll carries 6,303 condominium parcels against 11,130 single-family, so better than one in three. A standard HECM wants the whole condo project FHA-approved; when it is not, Single-Unit Approval is the path, with a stricter residual income test.
Separately, Manatee County has 10,782 mobile home and cooperative parcels, and title on those is usually the deciding factor. Bradenton’s Trailer Estates is a good illustration of how unusual this gets: it is a deed-restricted 55+ community that is also its own unit of Florida government, a special district whose trustee elections are administered by the Manatee County Supervisor of Elections. Cooperative and land-lease title is generally not eligible for a HECM. Bring me the deed or the membership certificate and I will tell you quickly rather than after an appraisal.
And Florida takes nothing off the top
After three storms and an insurance market like this one, it helps that the state itself is cheap to live in. Florida levies no income tax and no estate or inheritance tax. A reverse mortgage draw used to pay a deductible, elevate a house or replace a roof is a loan advance rather than income, so it is not taxable and it does not count against the $38,686 income limit on the senior exemption. That matters when the repair bill is large and the fixed income is not.
What the federal data says about this place
By the federal cost of living index, the North Port-Bradenton-Sarasota, FL metro area reads 102 against a national 100. At 79.8 years against 77.1 nationally, longevity is about what you would expect. On the weather, snow is essentially a non-issue, and 83 days reach 90F or hotter, which is the heat-and-utilities side of the same budget, on 257 dry days a year. Put together, keeping this house once it is yours outright costs a median $638 a month, which is 15% of typical income past 65.
