Aging in place in Rockport with a reverse mortgage: what it really costs

Price and rate are the easy part. These are the numbers that actually decide whether a reverse mortgage in Rockport makes sense.

Windstorm, flood and why a reverse mortgage in Rockport turns on insurance

First, the part most lenders skip. A reverse mortgage has no monthly principal and interest payment, so the only recurring obligations are property taxes, homeowners insurance and any HOA dues. Miss those and the loan can be called due. Consequently the question on the coast is not whether you qualify. It is whether the annual carrying cost is honest on paper before you sign.

In Aransas County wind and hail is usually its own policy. The Texas Windstorm Insurance Association describes itself as a residual insurer of last resort, created in 1971 to write wind and hail cover where the private market will not, and its designated catastrophe area covers the fourteen first-tier coastal counties including Aransas. To be eligible a property must sit inside that area, have been declined by at least one authorized private insurer, and be certified to code. Flood is separate again, through the NFIP.

So when we sit down I want the actual declarations pages, not an estimate. Namely homeowners, windstorm and flood, because a lender may require a life expectancy set-aside when the combined number looks tight against your income, and that set-aside comes out of what you can draw.

The Texas property tax picture, and the one thing the state makes you sign

Texas exempts $140,000 of a residence homestead from school district taxes, and adds another $60,000 once you turn 65. Together that is $200,000 off the school taxable value, which on a median Rockport home of $320,500 leaves about $120,500 exposed to the school rate. Aransas County itself grants a general homestead local option of 5% with a $5,000 minimum, an additional $7,500 at 65, and the district’s own exemption schedule shows the county offering a tax ceiling as well.

Furthermore, once you qualify at 65 the school portion is frozen. Texas Tax Code section 11.26 caps school district taxes at the dollar amount imposed in the first year you qualified, and that ceiling does not rise when your value rises. It moves only for improvements beyond repairs, and a surviving spouse aged 55 or older who was living in the home keeps it. Apply through the appraisal district.

Now the part that is genuinely Texas. Section 33.06 lets an owner 65 or older defer property tax collection entirely, with interest at 5% a year, until the owner no longer owns and occupies the home. However, the written notice the Texas Constitution requires on every reverse mortgage warns that taking one may end your eligibility for that deferral. Rather than a bonus, treat the deferral and the reverse mortgage as alternatives. That is a real fork in the road and it deserves a conversation, not a footnote.

A 1989 median build year, salt air, and what an appraiser will flag

The median Rockport home went up in 1989, and 30.5% of the housing stock predates 1980 while only 2.7% predates 1940. So this is not old housing by national standards. Still, it is coastal housing, and salt air is hard on roofs, fasteners, soffits and exterior sheathing in a way that inland stock never sees.

Importantly, an FHA appraisal that flags repairs does not kill the loan. Under 24 CFR 206.47 repairs costing 15% or less of the maximum claim amount can be completed after closing through a repair set-aside, with the money held back from your proceeds and released as the work is done. On a $320,500 home that is a meaningful budget, and it is how most older coastal houses actually get through underwriting.

Medical care: the drive is the plan

Aransas County has no hospital. Corpus Christi Medical Center runs a freestanding emergency room in Rockport, which stabilizes and transfers rather than admits, so any hospital stay means the drive to Corpus Christi. CHRISTUS Spohn Hospital Corpus Christi Shoreline is about 45 minutes away and describes itself as the region’s only Level II trauma center, a Level I stroke center and an accredited chest pain center. For the most specialized care the nearest Level I trauma center is University Hospital in San Antonio, roughly two hours and forty-five minutes away.

Consequently transport matters more here than it does in a metro. The Aransas County Council on Aging runs the senior center at 912 S. Church Street, and the Area Agency on Aging of the Coastal Bend covers benefits counseling for the county. Notably FEMA also rates Aransas County Very High for social vulnerability.

What it costs to keep the house, month to month

The Census puts the cost of keeping a mortgage-free Rockport home at $773 a month, against $678 across Texas. That covers taxes, insurance, utilities and any HOA, and it is the number a reverse mortgage has to carry, because after closing there is no principal and interest payment on top of it.

Against that, median household income for a Rockport householder 65 or older is $66,149, above the Texas figure of $56,912. So the ratio is workable for most people here. Nevertheless the tax bill alone, at a median $3,753, eats about 5.7% of that income before insurance, and on the coast insurance is the line item that moves. Weather, and the year you actually live in

NOAA’s 1991 to 2020 normals for the Rockport station give a January high of 65.6 degrees and a low of 46.2, a July high of 91.5, about 36.4 inches of precipitation and effectively no snow. So winter maintenance is not the concern here that it is on my Michigan and Washington pages.

Instead the concern is the season. FEMA rates Aransas County Relatively Moderate for both hurricane and coastal flooding, and Relatively Low overall, at the 61st percentile nationally. Consequently the honest planning question is whether your insurance, your deductible and your ability to leave for a week are all in order before a storm comes.

How the process works, step by step

Consultation, HUD counseling, application, appraisal, closing. Texas adds two rules of its own on top of the federal ones. Firstly, the Constitution requires you to attest in writing that you received counseling, completed no earlier than 180 days and no later than 5 days before closing. Secondly, the lender must give you a separate written notice that both of you sign, and the loan cannot close before the 12th day after that notice is delivered. So build about two extra weeks into any Texas timeline.

How much a reverse mortgage in Rockport costs

The biggest cost is FHA mortgage insurance: 2% of the home's value upfront plus about 0.5% a year on the balance, and that upfront premium funds the FHA guarantee behind the non-recourse protection. On a typical Rockport home at $320,500 that runs roughly $6,410 at closing. The origination fee is capped by rule at the greater of $2,500 or 2% of the first $200,000 of value plus 1% above that, to a maximum of $6,000, which at this value works out near $5,205. Why work with a mortgage broker, not a bank

A reverse mortgage in Rockport is priced, not fixed. Naturally, a bank quotes you whatever is on its own sheet that morning. Instead I shop the same loan across more than 30 wholesale lenders. At this value the product is almost always a HECM, yet the same HECM is priced differently lender to lender, and the margin difference compounds against your balance for as long as you keep the loan. What happens to your home and your heirs

Title stays in your name. Moreover the Texas Constitution puts the non-recourse rule in the state's own law, at Article XVI section 50(k)(3): the loan is made without recourse for personal liability against each owner and each owner's spouse. So the debt can never exceed what the house sells for. Texas also charges no estate or inheritance tax. Condos, coastal cottages and a reverse mortgage in Rockport

First, the condo question, honestly. Of Rockport's 4,063 owner-occupied homes the Census counts just 35 in buildings over nine units, which is less than one percent. So FHA project approval on a mid-rise is a real question here but a rare one. There are another 234 attached homes and 133 in small two-to-nine unit buildings, and those follow different rules again. Instead the property question that actually comes up here is certification. TWIA requires a Certificate of Compliance, the WPI-8 family of forms, on any structure built, altered, remodeled, enlarged, repaired or added to on or after January 1, 1988. Consequently a repair triggered by a reverse mortgage appraisal is not just a repair. It is work that has to be certified if you want the windstorm policy to keep covering it, and that certification has to be lined up before the contractor starts rather than after.

None of this stops a loan. It just has to be sequenced correctly, because a repair set-aside that funds uncertified work leaves you with a fixed roof and an insurance problem. Property and eligibility rules.

The HUD counseling requirement, explained

Federal HUD rules require an independent HUD-approved session before closing, usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Aransas County, so scheduling never has to stall your file. Find counselors through HUD’s HECM program.
