Yet roughly half of owner-occupied homes are worth more than the federally insured reverse mortgage will calculate on. New houses, large balances, and owners who in many cases are still paying a mortgage. That combination changes what the loan is actually for.

Here, the question is usually the existing mortgage

In an older market most reverse mortgage conversations are about pulling cash out of a house owned free and clear. In Newcastle they are usually not. A homeowner who bought or built here in the late nineties or two thousands frequently still has a balance, and the first thing a reverse mortgage has to do is pay that loan off. The remaining principal limit is what you actually get to use.

That makes the arithmetic unusually decisive. Eliminating a monthly principal and interest payment is often worth more to a retired household than the cash, and it is the part people underestimate. Washington’s senior property tax exemption begins at age 61, below the HECM minimum of 62, so any reverse mortgage borrower here is already age-eligible. Beyond exempting levies it freezes the assessed value of your home at the year you first qualify, which in a city that has appreciated the way Newcastle has is the more valuable half of the benefit.

Income is the gate, and it is tiered by county. King County thresholds for tax years 2024 through 2026 are $60,000, $72,000 and $84,000; for tax years 2027 through 2029 they rise to $76,000, $89,000 and $101,000. A household that did not qualify two years ago may qualify now. Worth noting for a market like this one: the test is income, not home value, so a house worth $1.4 million does not disqualify you.

King County Assessor, senior exemption

A structuring decision that can cost you the exemption

Reverse mortgage advances are loan proceeds and not income, so a draw should not affect your eligibility. Confirm with the assessor, since the state does not address reverse mortgages in writing. But Washington does count interest, dividends and annuity receipts as disposable income. Take a large lump sum and invest it and the earnings count against you; buy an annuity with it and the payments count. On a Newcastle file, where balances are large enough that a lump-sum payoff is common, this is a real risk and the fix is usually to structure the rest as a line of credit rather than cash in an account.

Do not use the tax deferral as a workaround

Washington offers property tax deferral programs alongside the exemption, and people ask about them. For a reverse mortgage borrower the answer is no. Federal rules bar a HECM borrower from participating in a real estate tax deferral program unless the resulting lien is subordinate to the mortgage, and Washington’s deferral lien generally takes property tax priority, which puts it above your mortgage. Washington’s statute does contain a subordination mechanism that Texas lacks, where a lender that escrows for taxes must cosign and keeps its priority, but no published guidance applies it to a reverse mortgage. Treat the exemption, not the deferral, as your tool.

Earthquake, care costs, and the estate tax

Three Washington items worth budgeting. Earthquake damage is excluded from every standard homeowners policy here, and separate coverage carries a deductible of 2% to 20% of replacement value; a HECM requires you to keep hazard insurance current for the life of the loan, so whatever you buy becomes part of the ongoing obligation. Assisted living runs a median $7,600 a month statewide, and WA Cares caps out at a $36,500 lifetime benefit that retired Washingtonians cannot access at all, so home equity is the realistic funding source. And Washington levies its own estate tax, with the exclusion at $3,076,000 for deaths in the first half of 2026 and $3,000,000 after July 1; the reverse mortgage balance is a debt of the estate and reduces it.
