Shenandoah is a compact 2.2 square miles straddling Interstate 45 in southern Montgomery County, about nine miles south of Conroe. Its own visitor site counts more than 60 restaurants, 13 hotels and three shopping centers inside those city limits, which is a lot of commercial frontage for a city of 3,705 people. Meanwhile the residential half is small and settled: 1,209 owner-occupied homes at a median value of $395,200, above Montgomery County’s $346,200. Zillow put the typical home at $426,777 in July 2026. In short, a small residential core wrapped around a freeway interchange.
Two numbers make this page different from every other one I write. First, 45.2% of Shenandoah residents are 65 or older, against 13.7% across Montgomery County and 13.4% statewide, with a median age of 60.7. Second, 812 of the town’s 1,209 owner-occupied homes are owned outright, which is 67.2% against 38.0% countywide. Consequently this is not a town where people are trying to get out from under a mortgage. The equity is already sitting in the house.

Price and rate are the easy part. These are the numbers that actually decide whether a reverse mortgage in Shenandoah makes sense.

Meanwhile keeping that house costs about $754 a month before any mortgage, which is roughly 16% of that income. Across Texas the same ratio is 14% and nationally it is 13%. Consequently the gap a reverse mortgage in Shenandoah is usually asked to close is not a lifestyle gap. It is the ordinary cost of staying put.
Importantly, there is no income minimum on this loan. Nevertheless the lender runs a financial assessment to confirm taxes and insurance will stay paid, and where the numbers are tight it can require a life expectancy set-aside that reserves part of your proceeds for exactly that. The Texas property tax picture, and the fork the state makes you choose
Texas exempts $140,000 of a residence homestead from school district taxes and adds another $60,000 once you turn 65. Together that is $200,000 off the school taxable value, which on a median Shenandoah home of $395,200 leaves about $195,200 exposed to the school rate. Furthermore, once you qualify at 65 the school portion freezes: Texas Tax Code section 11.26 caps school taxes at the dollar amount imposed in your first qualifying year, and that ceiling does not rise when your value does.

Now the part that is specific to Texas. Section 33.06 lets an owner 65 or older defer property tax collection entirely at 5% annual interest until they no longer own and occupy the home. However, the written notice the Texas Constitution requires on every reverse mortgage warns that taking one may end eligibility for that deferral. So treat them as alternatives rather than a stack, and decide which one fits before you start either.
A newer house, and what that actually means at 80
The median Shenandoah home went up in 2003, only 22.0% of the stock predates 1980, and none of it predates 1940. So the usual old-house worries do not apply here: the wiring is modern, the plumbing is modern and the insulation is generally fine. An FHA appraisal on a house like this rarely turns up the kind of repair list that stalls a file.
Instead the question is the floor plan. A great deal of what got built here in the 1990s and 2000s put the primary bedroom upstairs, and stairs are what actually ends independent living. Consequently the useful work is usually a main-floor bedroom and bath, a curbless shower and better lighting rather than a systems overhaul. Medical care, which is the reason a lot of people are here
Memorial Hermann The Woodlands Medical Center sits at 9250 Pinecroft Drive, about ten minutes from most of Shenandoah. Its own site describes a designated Level II trauma center and the first hospital in Montgomery County to hold Magnet status. Houston Methodist The Woodlands Hospital is a second full-service hospital within a few miles. For the most specialized care, Memorial Hermann-Texas Medical Center in Houston is about fifty minutes down I-45 and describes itself as one of only two certified Level I trauma centers in the greater Houston area.
So the medical picture here is genuinely strong, and at a median age of 60.7 that is not a coincidence. For the non-clinical side, the Houston-Galveston Area Agency on Aging covers Montgomery County, and Interfaith of The Woodlands runs transportation, grocery delivery and home maintenance for residents 62 and older.
Weather, storms and the insurance line on your budget
NOAA’s 1991 to 2020 normals for the Conroe station give a January high of 62.7 degrees, a July high of 94.9 and about 51 inches of rain a year, which is a great deal of water. Elevation here is 139 feet, so this is not coastal flooding country, but it is very much rainfall country.
FEMA rates Montgomery County Relatively High overall, at the 96th percentile nationally, with Relatively High ratings for both hurricane and inland flooding and Very High for tornado. Consequently insurance is a real budget line rather than a rounding error, and since a reverse mortgage requires it to stay current for the life of the loan, I want your actual policy in front of me before we talk about proceeds.

How the process works, step by step
Consultation, HUD counseling, application, appraisal, closing. Texas adds two rules of its own on top of the federal ones. Firstly, the Constitution requires you to attest in writing that you received counseling, completed no earlier than 180 days and no later than 5 days before closing. Secondly, the lender must give you a separate written notice that both of you sign, and nothing can close before the 12th day after that notice is delivered. So build about two extra weeks into any Texas timeline.
How much a reverse mortgage in Shenandoah costs
The biggest cost is FHA mortgage insurance: 2% of the home's value upfront plus about 0.5% a year on the balance, and that upfront premium funds the FHA guarantee behind the non-recourse protection. On a typical Shenandoah home at $395,200 that runs roughly $7,904 at closing. The origination fee is capped by rule at the greater of $2,500 or 2% of the first $200,000 of value plus 1% above that, to a maximum of $6,000, which at this value works out near $5,952. Why work with a mortgage broker, not a bank
A reverse mortgage in Shenandoah is priced, not fixed. Naturally, a bank quotes you whatever is on its own sheet that morning. Instead I shop the same loan across more than 30 wholesale lenders. At this value the product is almost always a HECM, yet the same HECM is priced differently lender to lender, and the margin difference compounds against your balance for as long as you keep the loan. What happens to your home and your heirs
Title stays in your name. Moreover Texas writes the non-recourse rule into its own constitution, at Article XVI section 50(k)(3): the loan is made without recourse for personal liability against each owner and each owner's spouse. So the debt can never exceed what the house sells for. Texas also charges no estate or inheritance tax. When the time comes your heirs choose: pay it off, refinance it, or sell and keep whatever is left. Timelines and the 95% rule.
House types and a reverse mortgage in Shenandoah
First, skip the condo conversation entirely. Of Shenandoah's 1,209 owner-occupied homes, the Census counts 1,209 single-family detached houses and zero of everything else: no townhomes, no duplexes, no units in any building over nine units, no manufactured homes. So FHA project approval, HOA certification and the whole condo file simply do not come up inside the city limits.
Instead the wrinkle here is the map. Shenandoah is 2.2 square miles, and the ZIP codes that serve it, 77380, 77381, 77384 and 77385, mostly cover The Woodlands, which does have townhomes and condominiums in quantity. The HUD counseling requirement, explained
Federal HUD rules require an independent HUD-approved session before closing, usually low-cost or free, and it has to be finished before I can pull an FHA case number. HUD publishes the approved counselors serving Montgomery County, so scheduling never has to stall your file. Find counselors through HUD’s HECM program. No, and the question is a fair one to ask. A HECM is insured by the Federal Housing Administration, the terms are set by HUD rather than by me, and Texas layers its own constitutional protections on top: independent counseling before anything closes, a signed notice with a twelve-day wait, no personal liability for you or your spouse, and a court order required before a lender can foreclose on most grounds. What is worth being sceptical about is not the product. It is anyone who quotes you a rate without showing you the margin, the set-aside and what the balance looks like in ten years.
